Elderly couple needs help in the Valley

I need some info on an organization that helps out elderly people in the Valley. My brother works for UPS and has a delivery route in San Juan. He had a delivery at a house that he thought was abandoned, when he went up to knock on the door he noticed that two elderly people were living there with out any electricity. I know it gets very hot in Texas and I can't imagine any one living under those conditions. So if anyone has any info on an organization that might be able to check up on them please respond. I live in Florida so I can't look up any of that info.

Actually if you dial 211 in the valley the phone lists all community assistance programs. There is a program LRGVD Area on Aging that helps them out. 956-682-3481 as well as the local community electric program in the city of edinburg. google the electrical assistant program through each provider.
